After completing the mission “Minor Turbulence“, you can buy the gun for between $187,500 and $225,000.
The gun is available in any Ammu-Nation shop throughout Los Santos. Press “M” to open the map, then locate the gun shop by double-clicking on the “Gun” icon on the map to mark the direction.
Once you’re in the gun shop, press “E” and navigate until you see the rail gun.
